Dear Resident
West Mercia Police has seen an increase in reports about inconsiderate parking in the local area. This post is to provide some clarity around who you should report these matters to.
Civil Parking Enforcement: Following the introduction of Civil Parking Enforcement (CPE) on 31st January 2020 Telford & Wrekin Council became responsible for the enforcement of: Further information can be found here Telford & Wrekin Council | Civil parking enforcement (CPE) You should note that Telford & Wrekin Council can only enforce parking where there is a Traffic Regulation Order (TRO) in place. If you feel that a location requires Telford & Wrekin Council to consider the introduction of a TRO, then please discuss this with Telford & Wrekin Highways Department, or your Borough Councillor who may be willing to raise this on your behalf.
Obstruction of the Highway: The Police continue to be responsible for the enforcement of ‘obstruction of the highway’ offences. An obstruction is only made out when a road user is physically prevented from continuing their journey. The legislation states that this must be a complete obstruction (not just a hindrance) and cannot be a potential obstruction. If a driver or other road user can manoeuvre past the obstruction, then there is no obstruction.
If you find that you are obstructed, the first thing you must do is ask the driver to move their vehicle to remove the obstruction. If no driver is present, or they refuse you must call 101 and report this to us, detailing how you are being prevented from continuing your journey. This incident will be allocated to an officer to attend.
